I read your appeal with great interest as I am writing on an abridged Hygiene report for the WHO. The problems of Hygiene and Sanitation are closely linked to Health in general and Public Health Policy in particular. In terms of basic service delivery, ways have to be researched to manage public resources in a stricter manner, conducive to the development of community incentives for self governance.

Equipped with a comfortable majority, City Council should not shy away from such measures as to force people to their own bliss as the old adage is suggesting.</description>

		<description>Although a great event, the MEC for housing who had confirmed his attendance sadly withdrew at 4pm due to &quot;ill health&quot;.  It was hoped that the DG for housing who did attend will pass on the information directly to the MEC for further consideration.

Well done to everyone from CORC and the Joe Slovo Task Team who participated in the enumeration.
